Goals and Objectives 2008-2012

Vision:

The vision for the Golden Crescent is an economically prosperous region where all citizens enjoy a full and enriched quality of life. Central to the realization of this vision is the creation of a career development system that guides and nurtures our youth through a sequence of quality education and life experiences. This system of experiences prepares youth to fulfill their individual dreams and to take their place as responsible and productive citizens in the community of our region. The achievement of this vision relies o­n the Golden Crescent Tech-Prep Partnership; a close knit fabric of community stakeholders working cooperatively for that common purpose.

Mission:

The Golden Crescent Tech-Prep Partnership views its mission as the reform of our educational system to involve all aspects of our regional community in a workforce preparation process that includes (a) career-coherent linkages between school-based and work-based learning; (b) rigorous, relevant, and integrated and occupational learning; and (c) a seamlessly integrated sequence of secondary and postsecondary education. The outcome of this process is to fully prepare all our youth for rewarding careers in a quality workforce. The expectation is an outcome that will enhance the economic development of our region and the quality of life of our citizens.

Goals:

In order to complete the above vision and mission we must facilitate and support an infusion of different career guidance, instructional content and methodology within our educational community. We must also facilitate and support greater business and community involvement than has generally or traditionally characterized our education process. To achieve this, the Golden Crescent Partnership addresses the following five goals with supporting objectives. When met, these goals will ensure the success and institutionalization of Tech-Prep in the Golden Crescent region.

Goal 1
 
Enlist the full support of Golden Crescent high schools and public two-year associate degree-granting institutions in developing, supporting, and improving relevant A.A.S. Tech-Prep programs.

(State Goal)

1.1 Develop articulation agreements and aligning high school course requirements outlined in the Texas Essential Knowledge and Skills (TEKS) with the postsecondary course requirements in the Workforce Education Course Manual (WECM).

100% Completed revision of articulated courses and graduation plans.

 

 

1.2 Support professional development for secondary/post-secondary educators, Tech-Prep staff and Board members to effectively plan, design, implement, and evaluate Tech-Prep programs.

 


Maintain annual Tech-Prep workshop and professional development participation at a minimum of 50% of registered Golden Crescent stakeholders in the region.
 
 All registered Tech-Prep instructors must attend, at minimum, at least 1 program articulation meeting yearly in order to maintain their active status as an approved Tech-Prep teacher.
 
 Subsidize educator travel to appropriate professional development venues.
 
Offer yearly professional development conference.
 
 Conduct o­n site professional development visits to individual campuses and educators.
 
 Conduct, at minimum, 1 new board member orientation session annually.

Include 1 professional development opportunity at each regularly scheduled board meeting provided by Tech-Prep staff.

1.3 Maintain current 100% School district Tech-Prep Participation rate for the Golden Crescent region.

Articulation agreements with GC school districts.


1.4 Maintain current database o­n occupational trends. 


Review Golden Crescent region labor market information targeted and demand occupation documentation annually. Modify documentation as needed.

Assist Victoria College in surveying Golden Crescent regional needs for existing and emerging occupations that could improve and or increase A.A.S. Tech-Prep programs and U.H.V. B.A.A.S. programs.

Increase the number of high school students who enroll, persist, and graduate from A.A.S. Tech-Prep programs and are placed in relevant jobs or go o­n to additional education.

2.1 Increase public awareness of Tech-Prep within the Golden Crescent region by targeting the public, educators, and community-based organizations and business.


Document 100 % penetration of target audience in a current and timely manner.
 
 Partner with community based organizations and initiatives such as  Achieve Texas, Closing the Gaps, College for Texas, local Chambers of Commerce and the Golden Crescent Workforce Development Board.
 
 Disseminate 10,000+ regional Labor Market Information brochures, per year, within the Golden Crescent region. 
 
 Maintain a GC region Tech-Prep Web site. 
 
 Maintain a Tech-Prep news section o­n the GCTP Web site that highlights key school districts and stakeholders in the GC region.
 
 Partner with the Victoria College and University of Houston-Victoria recruitment offices.
 
Link Tech-Prep Web site to appropriate resource Web sites and ask partner (school district) web sites to list us as a link.

 

2.2 Promote career guidance that reflects the employment needs of the region. 


Subcontracts with 20 ISDs and The Victoria College to provide funding for release time and technical assistance to districts and colleges in developing Tech-Prep activities including, but not limited to: career concentrations, integrated academics, and career counseling.

Promote the reform of educational content and methodology

3.1 Support and provide resources for developing interdisciplinary programs of study, link secondary and postsecondary curricula, and integrate technical and academic competencies.

Strengthen the relationship between business, industry, community-based organizations, secondary, and postsecondary institutions.

4.1 Foster collaboration and cooperation between business, community based organizations and education.


Conduct Summer Teacher Internship program.

Facilitate business-mentoring programs with GC area schools.

Host annual professional development conference that  will allow business and education networking opportunity.

Enhance relationships with area chambers of commerce as well as the Victoria Economic Development Corporation, area Economic Development Corporations, and the Golden Crescent Workforce Development Board.
 
Present Tech-Prep program overviews to area community based organizations.

Involve essential industries in Tech-Prep process.

4.2 Facilitate opportunities for students to participate in work-based learning experiences.

 

 


Create a process for matching students with appropriate work-based learning opportunities.

Foster active partners by connecting a particular school with a particular business for Tech-Prep activities.
 
Provide GC Tech-Prep students with instruction and experience in general workplace competencies (SCANS) and employability skills.


4.3 Strengthen partnership with recruitment offices of Golden Crescent area colleges and universities.


Collaborate in distribution of recruitment materials and planned recruitment activities.

Goal 5

Evaluate and document the effectiveness of Tech-Prep activities in the Golden Crescent region.
 
 

(State Goal)

5.1 Develop and maintain a longitudinal monitoring system for Tech-Prep students from program entrance to employment.


Use existing databases o­n state and local levels to capture student data.

Partnership staff will continue development and utilization of Student/Teacher Electronic Enrollment System already in place. 

Partnership staff will develop a monitoring process, in coordination with the Victoria College, for Tech-Prep post-secondary students.

Tech-Prep staff will work at Victoria College student registrations to assist in Electronic Enrollment System use on an as needed basis.

 

5.2 Create and implement a comprehensive governance and evaluation process for all programmatic goals.


A partnership committee will create an o­ngoing goal evaluation process.

Use state technical site visit evaluation tool to measure attainment of Strategies and Performance Measures.

Report goals and objectives progress to GC Tech-Prep Board of Directors at regularly scheduled meetings.

5.3 Provide stewardship and meet fiscal compliance requirements.


Follow fiscal guidelines outlined in Carl Perkins Vocational and Technical Education Act of 2006.

Follow fiscal guidelines and purchasing procedures of fiscal agent, unless otherwise specified by Carl Perkins regulations.
